Social enterprises can be viable partners in nation building towards people-centered development if driven by social mission to uplift the lives and improve overall well-being of the marginalized. Community-based initiatives flourished even without government support, but they are threatened because of authoritarian neo-liberalism.

The forum aims to: a) assess the Philippines’ progress in implementation of SDG 2; b) identify major policies and programs hindering the eradication of hunger and malnutrition especially in the context of the COVID-19 pandemic; and c) propose policies and present case studies on people-led food systems addressing the people’s rights for safe, sufficient, accessible and affordable food.

Hunger, which is said to be the most concrete manifestation of poverty, is prevalent in the poorest sectors—the urban poor, the workers, both in manufacturing and service sectors, and ironically, among the farmers and fisher folk. With the COVID-19’s economic throes, experts, including the UN World Food Programme, warned about the possibility of a “double pandemic” which entails widespread famines.
