The Philippines’ human rights crisis is deepening. Halfway through its 4th Universal Periodic Review (UPR) commitments on human rights, poverty and hunger continue to rise.
As of September 2025, 22% more Filipinos experience hunger, and half consider themselves poor. Millions remain jobless or work in precarious conditions, while 4.4 million youth and 9.3 million children are among the poorest.
Meanwhile, P1.9 trillion was lost to corruption in flood control projects from 2016-2025–funds that could have fed and protected millions. Corruption and neglect continue to destroy lives, livelihoods, and trust in governance. Philippine CSOs monitor the government’s progress on the Sustainable Development Goals through the SDG-tagged UPR monitoring indicators.
