CPDG Statement on the 2026 National Budget Deliberations

August 29, 2025

The Council for People’s Development and Governance (CPDG) is a national formation of non-government and people’s organizations dedicated to advancing people-centered development and democratic governance. CPDG is also a member of Bantay Budget, a network of institutions, organizations and experts that monitors the 2026 budget and its processes.

For decades, CPDG has worked with grassroots communities and policy advocates to ensure that development programs and government actions truly address the needs of the poor and marginalized, particularly those historically excluded from decision-making and access to resources. Our mission is rooted in the principles of human rights, social justice, and genuine people’s participation.

In this light, CPDG has carefully studied the proposed 2026 national budget and finds that it fails to embody the kind of people-centered development our country urgently needs.

A national budget is more than a set of figures—it is the clearest expression of government priorities and its policy direction. Yet the current proposal does not provide a pathway to lifting the majority of Filipinos out of poverty, nor does it address the stark inequalities that continue to deepen. Instead of directing adequate support to our productive sectors—such as agriculture, manufacturing, and other critical areas that could sustain livelihoods and strengthen the domestic economy—the budget continues to underfund them. This lack of investment forces the country to remain dependent on food imports, labor export, and foreign loans, weakening our capacity to chart an independent economic direction.

We also note the increase in the funds allocated to the NTF-ELCAC, which is the primary mechanism that attacks CSOs – maligning their integrity, red-tagging and terror tagging organizations, their officers and staff which threatens their security and those of their families including the communities they serve.  This undermines CSOs development effectiveness and negates the objective of transparency and openness .that the Committee on Appropriations aims to institutionalize in the budget process.

The budget also risks perpetuating entrenched problems: corruption, patronage politics, and the dominance of political dynasties. Funds that should reach communities and essential services are vulnerable to diversion and misuse, especially when unprogrammed funds, pork barrel allocations and confidential funds remain intact while social services face cutbacks. Oversight mechanisms remain weak, and without stronger accountability measures, the misuse of public funds will continue at the expense of ordinary Filipinos.

We want to know if the HOR is prepared to scrutinize the budget of the Office of the  President especially the ₱4.5 B confidential and intelligence funds (CIF) a huge discretionary fund allocated to the president.  Instead of  invoking parliamentary courtesy, Congress should open the CIF to public scrutiny.

CPDG stresses that development must be anchored on the people, based on a human rights based budgeting intended to uplift the Filipino people out of poverty and hunger. The national budget should prioritize social services, sustainable agriculture, and domestic industries—not projects that serve primarily elite and partisan interests. We call on legislators to reorient budget priorities toward marginalized sectors, strengthen the country’s productive capacities, and reduce dependence on foreign borrowing and imports. Only by addressing these structural gaps can the budget become a genuine tool for building a just, equitable, and democratic future for the Filipino people.
